As used today in reference to Russia, “hybrid warfare” refers to Moscow’s use of a broadrange of subversive instruments, many of which are nonmilitary, to further Russiannational interests. Moscow seeks to use hybrid warfare to ensure compliance on anumber of specific policy questions; to divide and weaken NATO; to subvert pro-Westerngovernments; to create pretexts for war; to annex territory; and to ensure access to Europeanmarkets on its own terms.
